Two independent NUVL fronts feed two independent hub meshes across two regions. Providers do provider-only “AI” scoring per domain and emit outcome signals; hubs/NUVL stay non-authoritative (constant 204). Mid-run failover switches regions, and one provider begins lying at a deterministic-but-random-looking point; quorum audit shows resilience.
