You can start a template with this! And its simple. Just make a div and button a’s (Text Links) that go to pages and links! Pretty simple, with css too!

A much simpler method would be to use Bootstrap. You just need this code:

<nav class="navbar navbar-expand-lg navbar-light bg-light">
  <a class="navbar-brand" href="#">Navbar</a>
  <button class="navbar-toggler" type="button" data-toggle="collapse" data-target="#navbarNav" aria-controls="navbarNav" aria-expanded="false" aria-label="Toggle navigation">
    <span class="navbar-toggler-icon"></span>
  <div class="collapse navbar-collapse" id="navbarNav">
    <ul class="navbar-nav">
      <li class="nav-item active">
        <a class="nav-link" href="#">Home <span class="sr-only">(current)</span></a>
      <li class="nav-item">
        <a class="nav-link" href="#">Features</a>
      <li class="nav-item">
        <a class="nav-link" href="#">Pricing</a>
      <li class="nav-item">
        <a class="nav-link disabled" href="#">Disabled</a>

and bootstrap cdn to create this navbar:
