Repl.it Offline Mode
I've heard of the repl.it offline mode but it seems like you use paper and pencil and mail it, but who would do that? You probably would get the Wi-Fi fixed before the result came in the mail. So is there like a offline mode that you can access using a web browser, or an app, or a way to download the file and sync it with the real file?

But, in serousness:
You can use Termux to use an emulated Linux env. You can install the Gc-dbC gnu compiler-debugger collection. You can use Vim to edit files and run it.

Offline c++ code
I don’t think there is an offline mode, but you could download a compiler for your language to work on if you want to do coding online.
Maybe make a suggestion: https://repl.it/feedback/
Hope this helps! =)
