Teams for Education -- how to create private repls

I'm using Teams for Education with my students for their final project. They are working in pairs, and created private python code repl files shared with their partners. However, everyone with an account in the class can see and edit everyone's file despite the private setting!! Shouldn't it just be visible to the student(s) the creator shared with? Is this a bug or a feature? Or are we just not using the features correctly?

Appreciate all wisdom / guidance / suggestions!

Thanks for the info. Hacker plan is awesome for individuals to have private repls. For the Teams for Education, I found a work-around -- if I create a project within Teams, students fork their code from the project and can make it private there.
