What I want

I want to discern and be able to modify save files like it has been done in the past like in v1.0466 and v2.048, but I want it to be for v2.022, be able to do all of the same things as the v2.048 ( up to the limitations of the version ), and include save fixing, bug reporting, and it to be able to determine if the save code is or is not from v2.022, basically all I want is the what coderpatsy did, but for v2.022, and I also want it to include a method of fixing the save data in a way that it does not mess up the in-game achievements, upgrades purchased, etc.
